He was the Chief Conservator of Forest, Jharkhand and also the Special Secretary, MoEF&CC, Govt. of India. After serving his journey with Government, he worked as a Director & Head of Forest & Wildlife in the World Wide Fund for Nature. He conceptualized & validated Eco-Development concept for conservation of tiger in India.
Dr. Malhotra has also worked as a Member (Environment & Rehabilitation) in the Narmada Control Authority. In his state cadre Dr. Malhotra has worked as CCF (World food) Program, PCCF & Chief wildlife warden and finally PCCF & Head of the Forest Force in Jharkhand.
He is also an advisory body member of Sankalp & Sampark organizations and he has been creating a milestone to develop young Civil Service officers from a long time.
